Cut Oil Demand: 50% by 2020: His plan calls for reducing oil imports from around 65% to 10-15%. How does he suggest we accomplish this? Through improving the fuel efficiency of cars and setting a life-cycle low-carbon fuel standard that reduces the carbon impact of our liquid fuels by 30% by 2020.
Create New Efficiencies And Energy Sources in the Electrical Sector: 50% by 2040: Bill Richardsson is calling for a national renewable portfolio standard of 30% by 2020 that will rise to 50% by 2040. Get It All Done Without Breaking the Bank: Raise revenue from the sales of carbon permits and eradicating tax subsidies for oil companies. for example.

Making New Mexico a leader in renewable energy and clean energy technologies by pursuing economic development through progressive energy policies.
Governor Richardson has strengthened New Mexico's renewable energy tax credits, considered to be some of the most innovative and productive in the country.
Established a new renewable energy requirement that was supported by all the state's utilities and will lead to more investment in in-state energy production.
Served as Chairman of an Energy Summit at the Western Governors' Association during which Governor Richardson announced the creation of the Clean Energy Development Council to promote state policies that help create renewable energy development.
